SocksChain / Windows 7 - not seeing all menus

I've started SocksChain but I'm not seeing all the options I think.
There's no option to update the proxylist, to create and test a chain, ...
I'm running 4.203 on Windows 7 Ultimate 64bit
I tried running it on userlevel --> didn't work
Tried running it as adminstrator --> didn't work
Tried running it without UAC --> didn't work
Tried running it in compatibility mode --> didn't work
Tought that there could be something wrong with the lng files. This is what I got for en.lng
