Windows Mobile/CE Project Not Opening in VS 2008

Looking at the README file, the windows CE project file for VS 2008 is at src/lispeng/lisp.vcproj. When I open this file with VS2008, I get the following error:

Error Message:
Custom build rules file 'f:\programming\Visual Studio 2008\ufasoft_lisp-4.33\rule\MC.rules' was not found or failed to load.
The file 'F:\programming\Visual Studio 2008\ufasoft_lisp-4.33\src\lispeng\lisp.vcproj' has failed to load.

So basically it cannot find the MC.rules file, which does not appear to be anywhere. Also the "rule" directory that is supposed to contain this file is not anywhere. Why is this file missing? I have no idea what this file is for. Do I need to generate it somehow or is the Windows CE project not maintained/tested in the latest code base? Is it safe to just remove the reference to it in the lisp.vcproj file?

Any help will be GREATLY appreciated. I would LOVE to be able to program in Lisp for Windows Mobile or CE.

This file is for converting .mc (message files) to .h by mc.exe compiler.
Also you can remove this dependency from the project and call

mc.exe manually
